PL 2.780/2024 proposes the creation of a National Policy for Critical and Strategic Minerals (PNMCE) and the National Council for the Industrialization of Critical and Strategic Minerals (CIMCE), with the aim of strengthening Brazil’s position in the global mineral value chain. The bill focuses on encouraging the processing, beneficiation and transformation of critical and strategic minerals in Brazil, while promoting investment, industrial development, technological innovation and greater domestic value creation.
The proposal provides for significant government incentives, including a R$ 2 billion contribution to the Mineral Activity Guarantee Fund (FGAM) and up to R$ 5 billion in federal tax credits for the beneficiation and transformation of critical and strategic minerals in Brazil. The measures are intended to support projects that expand domestic processing capacity and strengthen supply chains for minerals considered relevant to the energy transition, advanced technologies and national security.
The global competition for critical and strategic minerals has become increasingly relevant to industrial, energy, technological and geopolitical agendas. Brazil, given its significant mineral reserves and established mining sector, has the potential to expand its participation in higher value-added stages of these supply chains.
